NYC adds another enrollment center for IDNYC cards as demand surges


City officials will open a second enrollment center in the Bronx for residents who want to sign up for a municipal ID card, the Department of Social Services said Tuesday.

The new Bronx IDNYC facility is slated to open June 24 and boost the number of enrollment centers citywide as demand for the photo identification cards increases. The boost in interest for a city-issued ID card is largely driven by the arrival of new migrants who need the government-issued IDs to show police, their employers or to enter their children’s schools.

The new enrollment center will also allow the city to make more appointments — a welcome relief for residents and organizations who’ve complained over the difficulty in snagging a slot. The city will begin making 7,500 appointments a week, up from 7,100.

The announcement comes months after Gothamist first reported that the Adams administration quietly closed spaces where New Yorkers could enroll for the municipal cards.

A February review by Gothamist found the city had as many as 29 enrollment centers open in 2017, located inside libraries, nonprofits and hospitals. The new Bronx location will bring the number of sites up to 11 citywide.

Although the Bronx had as many as 10 locations where residents could sign up for municipal ID cards in 2017, it currently has just one. The new enrollment center at 1910 Monterey Ave will be the second one in the borough.

City officials previously said the site closures were part of a consolidation model meant to centrally locate facilities and maximize capacity. The Adams administration said the number of IDNYC cards they issued increased by 45% last year and the city has increased outreach efforts and eliminated walk-in appointments to bolster processing capacity in response to newly arrived migrants and asylum-seekers.

“The Adams administration has already taken important steps to ensure equitable access to IDNYC for all New Yorkers while streamlining processes, expanding eligibility, and strengthening our delivery of services,” Department of Social Services Commissioner Molly Wasow Park said in a statement. “The opening of this new site in the Bronx will build on our robust citywide network of enrollment centers and ongoing outreach efforts to ensure we are effectively reaching all communities in need.”

Some councilmembers praised the new location’s opening after raising concerns over the lack of appointment slots and enrollment center closures that resulted in people waiting in long lines this winter.

Councilmember Shahana Hanif also introduced a bill that would require the city to provide more application appointments to match demand, allow an appeal process for applicants who are denied IDs, and allow same-day and walk-in appointments, which the city eliminated in February.
